Konflik Syria: Sikap PAS

PADA persidangan gerakan Islam yang berlangsung di Istanbul awal Jun lepas, Presiden PAS, Datuk Seri Abdul Hadi Awang sekali lagi membuat penegasan bahawa PAS  bersama dengan gerakan Islam di seluruh dunia bagi mengutuk segala bentuk kekejaman dan kezaliman yang berlaku di Syria. 

Mengikut laporan pelbagai sumber, ribuan orang awam terbunuh akibat dari konflik yang bermula dengan demonstrasi aman yang bertukar menjadi pertempuran bersenjata.

Dianggarkan purata 40 rakyat awam Syria mati dalam tempoh sehari dan sekiranya konflik berdarah ini berterusan tanpa sebarang penyelesaian, angka kematian dan kecederaan akan terus meningkat.

Konflik yang berlangsung hampir tiga tahun itu telah meragut lebih 200,000 nyawa rakyat awam Syria termasuk wanita dan kanak-kanak yang tidak berdosa. 

Jumlah pelarian rakyat Syria kini melebihi tiga juta yang terpaksa tinggal di khemah-khemah pelarian di Turki, Lubnan, Jordan dan di dalam negara mereka sendiri.

Dalam persidangan tersebut, Tuan Guru Abdul Hadi juga telah membuat penegasan bahawa semua kuasa asing khususnya Amerika Syarikat dan sekutunya serta Rusia dan sekutunya, yang masing-masing mempunyai kepentingan strategik di bumi Syria agar segera keluar dari negara yang terus bergolak itu dan menyerahkan penyelesaiannya kepada rakyat Syria sendiri untuk menentukan masa depan negara tersebut.

Namun terlalu banyak persoalan yang timbul dalam konflik Syria yang tidak menampakkan jalan penyelesaian ini. Antaranya;

i. Apakah Amerika Syarikat dan Kesatuan Eropah (EU) benar-benar mahu membantu rakyat Syria dan mengembalikan keadilan serta menjadikan Syria sebagi sebuah negara yang Demokratik?

ii. Apa pula peranan negara-negara berfahaman Sunni di Teluk seperti Qatar, Kuwait, UAE dan Arab Saudi dalam konflik Syria ini? Apakah mereka juga benar-benar mahu menumbangkan regim Assad dan melihat Syria menjadi sebuah ‘negara Sunni’ yang mengamalkan sistem demokrasi tulen dengan membenarkan parti-parti Islam termasuk Ikhwan Muslimin Syria mendapat kuasa secara demokratik seperti mana yang telah berlaku di Tunisia, Maghribi dan Mesir?

iii. Apakah pula peranan negara Zionis Israel yang bersempadan dengan Syria? Apakah mereka juga mahu rejim Assad jatuh dan akan merestui kelompok seperti ISIS, Al Qaeda atau Ikhwan Muslimin Syria mengambil alih kuasa di Syria?

iv. Bagaimana peranan negara Iran (Syiah) yang berjiran dengan Syria yang dilihat banyak memihak kepada kerajaan Bashar Al Assad dalam konflik berdarah ini? Apakah mereka juga akan turut terjebak di dalam konflik yang lebih parah lagi di Syria?

v. Bagaimana pula peranan kelompok-kelompok baru seperti ISIS (Islamic State of Iraq and Syria) yang begitu terserlah penglibatan mereka sejak akhir-akhir ini di Syria? Apakah asal usul kelompok ini? Dan dari manakah persenjataan serta bantuan kewangan yang mereka dapat sehingga dapat menguasai sebahagian dari Syria?

vi. Dan apakah kesudahan penyelesaian Syria? Akan adakah kesatuan di kalangan rakyatnya, ataupun akan terus merebak menjadi konflik Mazhab Sunni-Syiah yang lebih parah dengan peranan yang dimaikan oleh kelompok yang keras seperti ISIS dan Al Qaeda?


CAMPUR TANGAN ASING
 
Pengalaman dan sejarah telah mengajar kita dengan melihat campur tangan Amerika dan sekutunya seperti mana yang berlaku di Iraq, Afghanistan dan terkini di Libya.

Kebimbangan Barat terhadap aspek kemanusiaan di Syria dan negara-negara umat Islam sebenarnya hanyalah helah mereka untuk mengembangkan pengaruh 'hegemoni' mereka di situ. Adalah jelas mereka kini 'melindungi cita-cita hegemoni' dan 'pecah dan perintah'untuk menguasai Syria di sebalik sikap anti-Assad serta 'ingin membantu' mereka. 

Tujuan dan matlamat Amerika Syarikat dan sekutunya adalah jelas. Ia bukan untuk menyelamatkan Syria tetapi lebih daripada itu untuk menyelamatkan negara haram Israel dan masuk ke dalam agenda Israel dan sekutunya. 

Amerika yang menjadi rakan strategik Israel akan melindungi negara haram tersebut daripada sebarang gerakan yang dianggap ancaman kepada keselamatan Israel khususnya dalam berdepan dengan Islam. Mereka juga bermatlamat bagi menekan, melemah dan menghapuskan gerakan kebangkitan seperti Hamas, Jihad Islami (daripada Sunni) dan Hizbullah (daripada Syiah). 

Tuan Guru Abdul Hadi di dalam persidangan itu juga telah membuat penegasan bahawa bagi melaksanakan agenda yang nyata dan tersembunyi ini, maka sudah tentu Amerika dan sekutunya menjadi penyumbang besar bagi menjayakan cita-cita keselamatan negara haram Israel. 

Pergerakan Hamas, Jihad dan Hizbullah adalah ancaman paling bahaya terhadap Israel dan bukannya negara-negara Teluk yang kaya seperti seperti Arab Saudi, UAE, Jordan mahupun Kuwait.

"Kepada mereka yang dapat membaca medan politik secara sepak terajangnya, bukan secara akademik sahaja, perlu difahami bahawa politik perlu dibaca dengan dua aspek iaitu akademik yang bersurat dan sepak terajang yang tersirat. 

"Betapa agenda melagakan umat Islam yang pernah menjatuhkan kerajaan Uthmaniyah di awal abad yang lalu sedang diulangi senarionya," ujar beliau memberi peringatan.

Seperti penegasan Presiden PAS, langkah membiarkan kuasa asing yang dijemput menyelesaikan masalah di Syria hanya mengulangi sejarah lama yang wajib dilipat dan dikebumikan. 

"Kalau mahu menghidupkan semula (campur tangan asing) dalam pergolakan di Syria, akan terlaksana sejarah lama yang mengundang singa dan buaya. Natijahnya kalau selamat daripada mulut harimau akan masuk ke dalam mulut buaya,” tegas beliau.


Dan inilah yang sedang dan terus berlaku di Syria.

Sectarian Warfare and America’s New Colonialism

The strategy is to divide and turn societies against themselves using sectarianism, tribalism, religion, by any and every means to prevent the emergence of steadfast and organized political alternatives
The displacement of millions in Syria , victims of the sectarian warfare of salafists and mercenaries directly supported by the USA, UK, France and  most NATO powers assisted on the ground actively by  the governments of Saudi Arabia , Turkey , Jordan among others in the region has resulted in once again a serioius humanitarian crisis including for the Palestinian people in refugee camps in Syria and Lebanon ,  who are the oldest refugees in the Arab world , traumatized for more than half a century whose living conditions were already abysmal . Today they face destitution , hunger and starvation  along with others similarly displaced .

While the sectarian war rages in Syria and has spread to Lebanon , the Egyptian military government along with Israel has laid siege to Gaza , demolishing tunnels which were essential supply routes to the Palestinian people in Gaza,  already facing a serious humanitarian crisis as evidenced by the report submitted by the UN  Human Rights Commission Special rapporteur.
There is no justification for the  crack down now announced by the Egyptian government with a turn out of only  28 % of the Egyptian electorate  in the referendum on the Constitution drawn up by the military , n on Hamas one of the Palestinian liberation organizations , which has been elected in Gaza , recalling similar anti-Palestinian strategies of the earlier dictatorship of Hosni Mubarak which also had the support of the military . It is time that the  Arab street  understands  that some governments in the region are in fact collaborating with Israel against their own people, the Palestinian people and their national liberation struggle .
Sectarian warfare is a strategy for destroying the Arab and their homelands, by those who seek to pillage the resources of the Arab peoples using as surrogates and agents  some governments of  the region , who are old and new collaborators of  NATO , which is a military pact with openly announced colonial objectives for control of resource rich strategic regions of the world . This is colonial policy for restructuring and re-division of several regions of Asia , Africa and Latin America with  governments having over powering ambitions to impose regional hegemony adjuncts to NATO policy in these regions .
The ideological justification for the ” New Colonialism ” commenced with the Project for the New American Century and  the justification for revival of  the new  “Anglosphere ” Empire furnished by ideologues of the New Labour Party  headed by Tony Blair,  and by  the French elite among others in Europe , faced with one of the most serious financial collapses in world history.
This Imperial alliance has manipulated  International politics for more than four hundred years .” Its companies , empires , states and nations colonized and industrialized large swathes of the planet and moved millions of inhabitants often by force . They also acted as the market and lender of last resort , the guardian of the reserve currency and the bulkwark against various revisionists and revolutions .”(  Srdjan Vucet –The Anglosphere: A Geneology of a Racial Identity in International Relations)
The strategy is to divide and turn societies against themselves using sectarianism, tribalism, religion, by  any and every means to prevent the emergence of steadfast and organized  political alternatives,   with the capacity to  retain the surpluses of their own societies for the development of their wokring people  and for their society as a whole . The strategy is   to enable powers external to the region to mop and seize  the  resources surpluses and markets ,  which is what we are witnessing in Iraq, in Syria, in Lebanon, in Egypt, in  Palestine, in Africa among other regions, which is the ” New Colonization ” .
In the context of the aforesaid  Geneva Conference II , does not seek to address the real issue , or the issue of the starvation and destitution of millions of Syrians and Palestinians , even as the United Nations is guilty of using the organization as a cover for what is naked aggression by some NATO powers  in Africa, Asia and Latin America, individually or in partnerships , with secret pacts for resource seizure , even as these continents are targeted for occupation , aggression and destruction of its nation states and societies for the  new colonial partitioning and restructuring by NATO and the G 7 ,  of which the erstwhile  Partition of India was an example , and  a manipulated  religious divide was fostered by the very colonial power who benefited from the division of the Indian subcontinent in Imperial interests .
Without  a serious political dialogue in the Arab world among other regions targeted for colonial seizure , to isolate all political elements allied with Imperial interests and their adjuncts in the region , the lives of millions are at stake. Organizations floated by Western funding and foundations are no substitute for political organizations of the working people of regions targeted for colonization . In the meanwhile  Citizens of NATO governments and the G 7 powers   face loss  their livelihoods and of every social security,  even as they are indifferent to these projects for colonization , as NATO garrisons and the G 7  will need their national finances and budgets for these continous wars , including for the control and  laundering of the drug trade into collapsing  North American and European banks and financial institutions .
Every country in Asia , Latin America and Africa  and in former East Europe  will be targeted it its own turn , and this includes the emerging powers and members of the Shanghai Cooperation Organization. The International political, economic and social order has collapsed,  and a new one is not in sight .

Syria's government has said fighting terrorism -not peace talks- are its priority, dismissing the opposition and any attempts at outside intervention.

Thursday's comments from Syrian Foreign Minister Walid al-Moallem cast doubt on UN efforts this week to chart a path out of Syria's civil war.

Lakhdar Brahimi, the U.N. mediator, has said he would meet separately with both sides in Geneva a day after a testy opening to U.N.-sponsored peace talks.

But al-Moallem, who is in Switzerland, said the Syrian National Coalition did not represent the opposition and any efforts toward a political resolution to three years of fighting were premature. The priority is "to fight terrorism and this paves the way for the start of the political process," he said, according to Syria's state news agency.

Peace deal possible in Syria, at last?

Can there be hope for peace in Syria? For the first time in nearly three years, both local and international developments point to such a possibility. With realization in Western capitals that Russia and Iran are the most influential players in Syria, hopes have been aroused that movement toward a peace deal may be forthcoming. There are also no opposition demands for Bashar al-Asad to step down, at least at this stage.

Following from the US-Iran thaw, however modest, hopes have been aroused of some kind of a peace deal in Syria. Two days ago, Ahmed Jarba, head of the Syrian National Coalition (SNC) said his group would be willing to participate in the Geneva-2 talks if the Arab countries supporting the SNC would guarantee that the interim government would be put in place in Syria.

Significantly, Jarba did not say anything about President Bashar al-Asad’s removal from power. This demand may come up again but with recent developments, this is becoming a moot point.

There have been other developments as well that lead one to speculate that the tide might be turning in Syria. On September 30, the veteran Middle East correspondent for the Independent reported that some members of the Free Syrian Army (FSA) had traveled to Damascus for talks with a senior Asad advisor. They were given government guarantees of safe passage.

In areas under FSA control, such as Aleppo and Homs province, government schools and other institutions have opened. Further, there are efforts by the government to attract soldiers that had defected to the FSA to rejoin the army. There will be no reprisals or punishment.

This has the added advantage of ending fighting in rebel-held areas, and using the returning deserters to go after the foreign mercenaries that the vast majority in Syria now fears.

There have been defections from the FSA to al-Qaeda affiliated groups. There has also been fighting between the two groups with the better-armed foreign mercenaries, brutal and without loyalty to anyone, besting FSA fighters.

Never united except in their subservience to their foreign masters, the rebels in Syria are now at each other’s throats and giving ultimatums for others to surrender. According to inside sources, Al-Qaeda-linked terrorists have given the so-called Free Syrian Army (FSA) 48 hours to disarm.

The two groups never got along because each claimed to represent all the fighters—an untenable assertion—but now they are fighting each other openly. The ultimatum went into effect at 8 pm local time on Thursday.

According to reports from Syria, al-Qaeda-affiliated group, the Islamic State of Iraq and the Levant (ISIL), issued the ultimatum to the FSA to surrender in 48 hours. What these terrorists would do after 48 hours was left unclear but it is certain that fighting between the groups will intensify. Low intensity fighting has already been going on for months.

Britain’s Jane’s Defence Consultancy estimates there are at least 100,000 foreign mercenaries in Syria. They are split into myriad groups with no centralized command. The mercenaries have flooded into Syria from neighbouring countries—Egypt, Jordan, Iraq, Algeria, Tunisia, Turkey, Lebanon—as well as from countries as far as Afghanistan, Pakistan and Chechnya.
