"Internet fiber, phone lines, cell towers and other space-based comms in war areas have been destroyed".
Earlier Musk said (https://eurasiantimes.com/russia-is-trying-to-kill-starlink-internet-services-in-ukraine-elon-musk/) that Russia is trying to “kill” Starlink satellite services in Ukraine, and the system could stop working regardless of the invested resources in its protection.

Nearly 100 Starlinks Active in Iran — Elon Musk
SpaceX boss Elon Musk has claimed that his company is close to having 100 Starlinks active in Iran after promising three months ago to activate services in the country “to advance internet freedom.”
The satellite internet service will theoretically help people circumvent alleged government restrictions to online access and social media platforms amidst ongoing protests after the death of Mahsa Amini in September.

Musk Makes new Ukraine Pledge
SpaceX and Tesla CEO Elon Musk has pledged to continue providing Starlink mobile satellite internet services in Ukraine for free even if he fails to persuade the US Department of Defense (DoD) to share the bill.
CNN reported last month that SpaceX had warned the Pentagon that it may stop funding the service unless the US government covers some of the costs of delivering some 25,000 Starlink terminals.
Musk committed to his u-turn despite claiming the operation has already cost him $80 million, and will top $100 million by the end of the year. The world’s richest man has recently faced criticism from Kiev and the Western media for suggesting that Ukraine might have to recognize Crimea as Russian territory and possibly make other concessions in order to reach a peace deal with Moscow.

29 Jan 2023 Kiev Claims Starlink Agreement Reached for More Terminals
Ukraine’s Minister of Digital Information Mikhail Fedorov said that an agreement has been reached with Starlink to provide over 10,000 more terminals, having appealed directly to Elon Musk.
Fedorov claims several EU countries are willing to foot the bill, and although there is no official contract in place “all financial issues have been resolved.”
Around 22,000 terminals have already been delivered to Ukraine since the special military operation began.
